The Illinois Dept of Human Services' Domestic Violence/Substance Abuse
Interdisciplinary Task Force has recently released the draft of a manual
entitled "Safety Sobriety and Justice: Better Practice in Substance Abuse
and Domestic Violence". A section on child welfare concerns is included.
Although this document is not exactly what you seem to be looking for, you
may want to take a look at the child welfare chapter. You can find the
manual on-line at http://www.uic.edu/~lwbenn/taskforce/taskforc.html
(Comments from other list members welcome!).
DCFS has also taken a shot at creating a protocol for dealing with domestic
violence within a child welfare setting. I saw this document a few years
ago, but have forgotten who it came from or who at DCFS was working on it.
