Hello Sara: At one time, about 20 years ago, Oregon CSD and Portland
State University were the leading program in Permanency Planning -
returning children home, or freeing them for adoption. It is
disheartening to find that information is now gone.
However, you might contact the Regional Research Institute at PSU - 503
725-4040, and Pamela Day, at the Child Welfare League - 202 638-2952. I
am sure that the League has updated material. Also, see their Journal.
