Re: DRG's and Child Welfare

Has anyone addressed an equally important issue of addressing in consistent form along the same lines of deterrent policies to address the black market of children not only in the US but in the other countries where different systems may be harboring black market cases in their foster care systems and these children may be displaced and keeping the black market alive so that the subsystems may prosper as a result and associated result of the black market of these children as well?
