I have a couple of suggestions for you.  First of all, you can use the
"thomas" URL but truncate it: http://thomas.loc.gov and then do a query.
Or, if you prefer, you can access it via the National Adoption Information
Clearinghouse:  http://calib.com/naic.  On the home page, click on "Online
Catalog", select product list, Federal statutes, and then scroll down and
click on the ASFA Legislation.  You can download a summary or the full text.

Also, there is a site that will help individual states answer questions
about ASFA.  Please visit the National Conference of State Legislatures at:
http://www.ncsl.org/programs/cyf/hswelfare.htm.
