Massachusetts has a statewide program for first time teen mothers based on the
Healthy Families approach.  It is, in fact, called Healthy Families Newborn
Home Visiting.  I am happy to put you in touch with the appropriate people if
you'd like to send me a personal message (I would be the person to talk to
about the evaluation of this program).

I believe Indiana's similar program has gone statewide as well, but think that
it is for families at high risk for child abuse and neglect only.  The
Massachusetts program serves first time teen parents under the age of 20
regardless of risk status.
