While it is not restricted to protective services, you may be interested
in some of the efforts to work with clients, and their problems with the
approach of agencies.  Children's Bureau funded two such projects about
3 years ago.  Contact Michael Tomaszewicz, NJ Dept of Human Services,

Clients have many problems in dealing with CPS and Foster Care workers -
You might also conduct some informal interviews, not with your own
clients, but with some others in the agency - it looks different from
the other side. There may also be many practical problems in meeting the
requirements of the agency worker.
