Maybe you can find this somewhere on the National Data Archive? (http://www.ndacan.cornell.edu/) If you can't find it, let me know and I'll try to locate it.

Speaking anecdotally, in 12 years of Family Advocacy I have only been involved in TWO cases where the child was not detained prior to any court orders. (I know of one other case as well from one of our board members.)
