Re OMB and FOIA Requirement

There is a contradiction in policy between this proposed change in
rules and a previous regulation re the sanctity of grants. A ruling
administered by the publications division absolutely forbids the
government from publishing any product produced under a grant. The rule
was put in place during the Reagan administration, and it is absolute
about the fact that a 'grant' is a 'grant' - a gift, which once awarded,
is the possession of the grantee. Even if the grantee wishes the
government to publish (which was the case in the instance which educated
me) it is still forbidden for the government to 'steal' the report and
publish. I am sorry I no longer have the citation.
Admittedly, requiring data to be available under FOIA is not
publication, but it still seems to be contradictory, and grantee rights
are nullified. Possibly OMB is not aware of the previous regulation?
