using funding streams for early childhood programs

I have been asked to assist a statewide planning group  in looking at current
federal funding streams (eg.TANF,FPSP, Medicaid, Title IVE) for the purpose of
identifying ways in which the funding streams can be woven together to develop
and sustain a comprehensive prevention and early intervention family support
system (including home visiting, treatment, early childhood programs, family
resource centers, etc.). I am aware that some of these funds are being
utilized for early chilhood programs in many states, and would be interested
in  the following:

1. information regarding existing strategies for utilizing some of these
federal funds for early childhood programs

2. specific experiences/examples of which you are aware

3. policy briefs regarding the potential use of some of these funding sources
for home visiting and other early childhood interventions
