Sheri, It may be that since the treatment services are paid
for with Medicaid that the match proportion (state-federal) is 50%.

After some reading, I am getting the impression that
children eligible for Medicaid who need psychiatric residential treatment
facility care based on an EPSDT (early periodic screening, diagnosis, and
treatment) evaluation are entitled to the services, but I am aware of situations
in which there has been an adjudication the child is deprived based on their
special needs (there is a voluntary placement program in the state, but funded
only to about 50% of the demand for this) in order to obtain PRTF care. Is my
impression correct that there is actually (i.e. is supposed to be) an
entitlement for care if the EPSDT evaluation leads to a determination there is a
medical need for the care?
