There was a one page spread on this issue in the British Sunday newspaper The Observer, on Sunday
last (10.1.99). I bleive you could find it on their web site. It discussed a new intitiative being
led by the National Children's Bureau in England and considered the issue of moving public opinion
(in the UK strongly supporting parentla right to punish physically) towards that of European
states. Hope this helps.
