Handicapped Parking message from Dean Firebaugh

Dear Colleagues:

Because some concern has arisen in our Human Ecology community relative to
the University policies and procedures for allocation of Handicapped
Parking Permits, I would like to review them. Within Cornell University,
the Office of Equal Opportunity handles all applications for transportation
accommodation. In all cases the needs of the applying individual are quite
specific to that person. The application of each individual is forwarded
to the health-care professional of the applying individual and to the
Assistant Director of Disability Services in the Office of Equal
Opportunity for review. In most cases the transportation accommodations are
made based on the recommendation of both the health-care professional of
the individual and the Assistant Director of Disabilty Services in
consultation with the applicant.

Determining factors include the mobility limitation of the applicant, the
options for access to the building where the applicant works, and the
accessible parking near this building. Parking options include a Cornell
University-issued handicap parking permit to park in general handicap
spaces and a specific handicap space reserved for an individual. The
determination that a reserved space is warranted is made by the Customer
Service Manager at the Commuter and Parking Services.

Some individual needs are very apparent to all in the community. However,
other very real physical limitations are not readily observed and are not
generally known. We'll all have to have patience and understanding with
the construction of the new West wing of MVR Hall.

Sincerely,
Francille Firebaugh, Dean
