Procedures in Child Abuse Investigations

A couple weeks ago someone (from California?) asked about the
influx of new procedures in CPS perhaps resulting in a decline in
quality?  I no longer have the e-mail, but I am interested in this
subject myself.  One article is The Place of Procedures in Child
Abuse Investigations.by Eileen Munro, in Journal of Social Work
Practice, Vol. 8, No. 2, 1994.  

Are there any other articles on this topic?  I would like to know
who sent the original e-mail as well.
