states' response to new federal child abuse legislation

I am trying to get information concerning states' responses to the new
Adoption and Safe Families Act.  I am interested in how
states are implementing the law and changes made to state laws in response
to the legislation.  I am particularly interested in changes with regard
to "fast-tracking" adoptions.   Any information would be greatly
appreciated!
