ASFA study clarification



In resonse to Sherrill Clark's posting:  The Children's Bureau of the 
Administration on Children and Families has been tasked with taking the 
lead on the ASFA mandated report related to substance abuse and CPS.   As 
one of staff members involved in this project, I would like to clarify that 
the report is more accurately described as a compilation or synthesis of of 
what we know based on existing data sources, research and the experience of 
those in the field rather than "a descriptive study of the effects and 
extent of parental substance abuse on the child welfare system." In 
addition, Section 405 of the Adoption and Safe Families Act,entitled 
"Coordination of Substance Abuse and Child Protection Services" also states 
that the report shall describe the types of services provided,the outcomes 
resulting from such service provision, and any recommendations for 
improving coordination of such services.
