instrument information

We're looking for any review/writing that's been done involving 
an instrument called the "Individual protective factors index:  A 
measure of adolescent resiliency."  I believe it was created or 
copyrighted in 1993, by individuals with the last names of Springer 
and Phillips.  The authors were from a private consulting firm no 
longer in existence, rather than from a university.  Original funding 
for the instrument came from the US Dept. of Health & Human Services, 
but we're having a challenging time tracking information through 
them.  Thank you in advance for any help you're able to give.
