Contact San Diego County, California.  After their 1991-1992 County Grand
Jury published some reports very critical of the local CPS I believe that
they instituted a citizen review panel.  You can also contact Carol Hopkins
at Carolhop1@aol.com.  Carol was deputy foreman of that grand jury.
