Children on children

Can you give me any information on child perpetrators-we are
seeing some very young children with extremely disturbing
behaviors, but also some schools who report sexual
experimentation that many feel is within normal ranges.  I am
interested in any information on this topic-has anyone developed
a protocol on what is "normal"?  How are these investigations
handled -what services are offered, have any been shown to be
effective?  Any help will be appreciated.
