You will find answers to some of your questions in Valmonte v Bane 18 F.3d
992 (2nd Cir. 1994) as this relates to New York law.  the case reviews the
process in New York state including a description of the appeals process.
I would imagine there is very little data on the actual use of the
registries for the purposes of employment screening.  Murray Levine
