Community Partnerships for Child Protect

I have heard the term "Community Partnerships for Child Protection" (CPCP)
used to describe an organized system of community agencies designed to
provide a differential response to different types of child maltreatment
dependent upon the assessed level of risk. The CPCP model would shift
greater responsibility for the intake and triaging of child maltreatment
suspicions to designated community agencies rather than CPS. Has this model
been implemented anywhere in the US, and has any process or outcome
evaluation been conducted to determine its effectiveness and appropriateness
in these settings?
