In addition to the other helpful resources people have pointed 
out, the Urban Institute also published a report for ASPE entitled 
"Efforts by Child Welfare Agencies to Address Domestic Violence:  The 
Experiences of Five Communities."  

The sites studied were:  Massachusetts, Michigan, Oregon, San Diego 
County, California, and Hilo, Hawaii.
