David, you might be interested to know that, as of last year's 
legislative actions in Utah, cases of domestic violence where 
children have witnessed the abuse are bumped up to a more serious 
offense level.  This relates more to prosecution of the batterer than 
a triggering of CPS involvement but it would be interesting to note 
if other states have such legislation.
