substance abuse and child maltreatment

A colleague is looking for research on the links between substance abuse
and child maltreatment.  We have seen figures like substance abuse is a
factor in 80 percent of all substantiated maltreatment cases, but we are
wondering how substance abuse is defined and how the cases were
identified (petitions, risk assessments, file review?).  Any citations, on
or off the list, would be greatly appreciated.
