recruitment and retention of foster carers

A foster carer / student who is researching these issues has asked me for
suggestions for research studies done on these themes. She is particularly
interested in 'capturing' less well known material from different countries
which may well be in the 'grey literature'? We would be grateful for any
suggestions.
