I did a literature review on abuse in foster care for a local authority in
the UK and it is available on my webpage at

I have also just completed a literature review for a government review of
abuse of children living away from home (including foster care).  Although
the literature review hasn't been made public yet, I can send you a copy of
the bibliography (I would do it just now but my work PC is giving me
problems and I will have to get it off my machine at home)
