Minuchin work in NY re: foster parents

Hi

I'm trying to track down details of work that Salvador Minuchin was
evidently involved in about 5 years ago (or so my informant tells me -
so read 5-15 yrs) in New York.

The work was with foster parents supporting natural parents to
prevent their children being taken into care ie a sort of Home Start
but with foster parents coming into the family.

Any references to this anyone knows about. I've searched a couple of
CD-ROMs (incl. Social Work Abstracts+), but can't find anything.
