"playing the game"

I was just reading "Safe Families: a Model of Child Protection Intervention
Based on Parental Voice and Wisdom," which is a Ph.D. dissertation by Sharon
McCallum.

McCallum mentions families "playing the game" where an offending and
non-offending parent agree not to have contact, yet they continue to have
contact without child protection services knowing - they "play the game" by
paying lip service to what child protection services want while covertly
doing their own thing.

I am interested in this "playing the game" and wonder how many and to what
extent families "play the game" in various ways when dealing with child
protection services - does anyone know of literature dealing with this or
any research that has attempted to measure it?
