The obligation to notify disclosures is not uniform across all states in 
Australia, nor is it  uniform across all professions. One might also ask 
about informed consent of minors to participate in such a survey!
 
After age 14,16, or 18 the issues become more associated with legal 
rights to privacy and less with statutory rights to the information...
Good issue for considerable debate!!
