Have you seen, "Early Termination of Parental Rights:  Developing Appropriate
Statutory Grounds," by Mark Hardin and Robert Lancour of the American Bar
Association Center on Children and the Law?  It was just recently published,
and includes recommendations for statutory provisions, as well as an overview
of existing state laws.  Mark Hardin, in general, is a good source for
information on this issue.  Their number is (202) 662-1720.
