Subject:CFSR round three MIC measure

Can someone clarify if the new CFSR round three maltreatment in care (MIC) measure is meant to include any substantiated allegation associated with an open case (including post reunification until the case is closed) or are the incidents of maltreatment only limited to a child's stay in a substitute care setting? I know the new measure now includes biological parents as perpetrators, but there seems to be some confusion about the observation period. Thanks in advance Joe
