Acquiring Restricted Data from the Longitudinal Studies of Child Abuse and Neglect (LONGSCAN)

General Information 
The Longitudinal Studies of Child Abuse and Neglect (LONGSCAN), Assessments is a set of five coordinated longitudinal research projects using ecological- developmental theory to examine the antecedents and consequences of child maltreatment. The National Data Archive on Child Abuse and Neglect (NDACAN) makes LONGSCAN data available to members of the research community who meet eligibility criteria and agree to the LONGSCAN Data License (PDF). NDACAN has developed the following procedures and documents in consultation with the LONGSCAN Consortium to permit dissemination of these data while satisfying concerns about respondent anonymity.

Eligibility
Only faculty and non-student research personnel at institutions which have an Institutional Review Board/Human Subjects Review Committee (IRB) can order the LONGSCAN Data.
The Institution's IRB must be registered with the U.S. Office for Human Research Protections (OHRP) and appear in the OHRP database. The OHRP has registered over 1700 institutions as having met procedural criteria for IRB's. Although nearly all research universities and other research organizations in the United States have IRB's registered with the OHRP, we are aware that some institutions and legitimate researchers will be excluded from access under this condition. Self-employed persons with no institutional affiliation may not gain access to the restricted data. NDACAN will have full discretion in deciding whether a researcher meets eligibility criteria.

LONGSCAN Data License
The LONGSCAN Data License (PDF) is a legal document among the Investigator, the Investigator's Institution and the Data Archive (NDACAN) at Cornell University. The Investigator may add research staff to their license by submitting to NDACAN a signed original of the Supplemental Agreement with Research Staff (PDF). The Investigator may not grant access to additional staff until an  NDACAN signs the Supplemental Agreements and returned to the Investigator.

Student Access:
University students cannot order LONGSCAN data directly. Students can gain full access if a faculty person (usually an advisor) orders the LONGSCAN data and adds the student by submitting a Supplemental Agreement with Research Staff (PDF). The faculty advisor serves as the Investigator and primary contact for license compliance and for receiving data updates from the Archive so good communication between the Investigator and Research Staff is essential. The faculty person and institution bear full responsibility for ensuring that all conditions of the license are met by the student.

Research Teams with Persons Employed at Different Institutions
When a research team intends to use LONGSCAN but contains members employed at different organizations, the ordering materials submitted to NDACAN must designate in the cover letter the single Investigator who will serve as the primary contact for the entire research team. In addition, the co-investigators must each submit a LONGSCAN Data License (PDF) as part of the team's ordering materials.

Analysis Contracting
If an Investigator with an existing LONGSCAN data license chooses to contract with a firm that will perform programming/analysis on LONGSCAN, the firm performing the work must submit to NDACAN a LONGSCAN Data License (PDF) in which the firm's primary contact (e.g. president or person that holds the greatest authority over other team members from that organization) serves as the Investigator i.e. the signatory to the license.

Steps for Ordering LONGSCAN:

  1. A cover letter on institution letterhead that formally requests the LONGSCAN data
  2. The printed OHRP database page which shows that your institution IRB is registered with the U.S. Office for Human Research Protections
  3. A copy of your institution's policies and procedures on scientific integrity and misconduct, including the name and contact information of the person or office responsible for enforcing them
  4. Two completed and original signature copies of the LONGSCAN Data License (PDF)
  5. Completed and original signature copies of the Supplemental Agreement with Research Staff  (PDF) for each member of the research team other than the Investigator who will have access to the data
  6. A letter from your IRB showing that your IRB has approved your project.
  7. Mail items 1-6 to:
